The General Secretary of the All India Panchayat Parishad, Rudra Vikram Sing, filed a PIL in the apex court for the full-fledged implementation of the 73rd and 74th Constitutional Amendment Acts.

Two key points are raised in the pleas. 1. Transfer of 29 state subjects to Panchayat Institution and 18 subjects to Municipalities. 2. Exclusion of political parties in Panchayat elections.

Rudra Vikram Singh in his plea stated that 28 years have been past but no single state subject passed to Panchayat. This is making these institutions weak and not able to develop policies for the local economic and social development. He called that political parties are not deliberately mentioned in these amendments to avoid the political parties in these elections. Involvement of the parties creates hatred among Panchayat members and also diverts the idea of local development. The demand for a committee is stated in the plea to study the achievements and drawbacks of Panchayati Raj Institutions in all-state.
