The main focus of the of emergency declaration is a request for bars , restaurants and karaoke parlours serving alcohol to remain close and a ban on serving alcohol is a key step to tone down Olympics -related festivities and keep away local people from drinking and partying , people are allowed and requested to sit at home and watch the live telecast in the TVs while sitting at home as 15% which is one quarter of japan`s population has been vaccinated with one dose and 65s age group will be fully vaccinated by the ending month of July the medical experts have said for weeks having no spectators would be the least risky state of people getting infected and it will also prevent the widespread of the virus and less fear of another wave rising in the country and people getting infected.
