In an office memorandum, the Defence ministry appointed a panel of retired government officers as Independent External Monitors (IEMs) for MES and BRO. They have been appointed for a term of three years.
The Ministry of Defence on May 31 appointed former Chief Information Commissioner Sudhir Bhargava and former Deputy National Security Advisor Rajiv Jain as independent external monitors to look after the affairs of MES and BRO.
The Border Roads Organisation (BRO) that has been playing a critical role in enhancing connectivity to border areas and building roads and bridges will now have two independent external monitors to oversee the infrastructure development.
The Ministry of Defence on May 31 appointed former Chief Information Commissioner Sudhir Bhargava and former Deputy National Security Advisor Rajiv Jain as independent external monitors to look after the affairs of Military Engineer Services (MES) and Border Road Organisation (BRO).
Jain has also served as the chief of the Intelligence Bureau in the past.
Along with BRO, the Military Engineering Service (MES), which is invoked in construction activities for the armed forces, also undertakes critical projects like the construction of airfields and other critical infrastructure projects.

Amid the military tussle with China in Ladakh, there has been a renewed focus on ramping up the military as well as civil infrastructure in the border areas to match the rapid pace of development done by the Chinese.

“The role and duties of above Independent External Monitors will be as per the latest revised Standard Operating Procedure to be issued by CVC. The CVC Circular No. 02/01/2017 dated 13.01.2017 is under revision and the mandate of IEMs will include works/procurement cases of Military Engineer Services and Border Road Organisation.”
